What is this PAS about?

It sets out how organizations can establish processes for effective stakeholder engagement on environmental, societal or economic infrastructure projects or services. The overarching aim is to provide for a more efficient and effective way of working which ultimately yields enhanced performance and value.

Who is this PAS for?

It can be used by organizations, or groups of organizations, of all sizes involved in implementing any phase within the lifecycle of a project and or service regardless of scale.

Why should you use this PAS?

Infrastructure project stakeholders can sometimes feel they’re being inconvenienced or impacted by a project but are unclear as to if, when or how the benefits will manifest themselves. Likewise organizations involved in infrastructure projects may find when communicating and working with stakeholders, whether at a community or individual level, that the results can be inconsistent. This PAS provides a framework for how organizations can engage with stakeholders when infrastructure projects, programmes, portfolios and or services that impact on the environment, society and economy are underway.

It specifies requirements for establishing processes at both an organizational and project level for effective stakeholder engagement. These requirements support the key elements of the processes necessary to enable successful implementation through:

  • Leadership  – responsible executive
  • Competence – individuals with the necessary experience, skills and qualifications
  • Design – a precise set of the major steps necessary
  • Documentation – accessible and usable via Stakeholder Engagement Plans (SEPs)
  • Tools and systems – necessary to support performance
  • Measurement and audit – to provide assurance of benefits realization and compliance
  • Continual improvement – incorporating experience and feedback gained by the organization

The PAS aims to ensure that concerns are understood and wherever possible addressed or mitigated; that communication is informative and honest; and that organizations ensure the systems, processes, attitudes and competencies required for effective engagement in an inclusive way are part of the organization’s capabilities.

The approach is intended to provide a more effective way of working and help build a more inclusive and collaborative environment, opening the way to create enhanced performance and value.
