What is this PAS about?

PAS 2012-1 sets out the design and manufacturing requirements for passenger cars which have been modified to carry wheelchairs. It covers guidelines for users sitting in wheelchairs during travel and includes vehicles which can carry chairs secured by four-point strap-type tie-downs.

Who is this PAS for?

  • Manufacturers and converters of wheelchair accessible vehicles
  • Care homes and other organizations dealing with such vehicles on a daily basis
  • Taxi licensing authorities
  • Public sector transport managers and tender writers responsible for sourcing of passenger cars with wheelchair access

Why should you use this PAS?

It specifies requirements and gives guidance on methods for measuring the key accessibility dimensions of an EC Category M1 car that can transport passengers in wheelchairs both up to 1.35m long, and longer.

It describes what is needed for wheelchair access devices including ramps, lifts and winches, and sets out requirements for wheelchair tie-down and occupant restraint systems.

It also describes specific requirements for rearward-facing wheelchair installations and service elements such as user manuals and re-call procedures, and it looks at the structural integrity of converted vehicles. It does not specify requirements for securing an occupied wheelchair in the driving position.
