What is PD 5304:2019 for? 

This UK published document supplies “one-stop shop” guidance and advice on the safe use of machinery, including that supplied prior to the implementation of the Supply of Machinery (Safety) Regulations 1992.

The guidance in PD 5304:2019 includes:

a)      The basic principles of safeguarding, with reference to current harmonized European machinery safety standards

b)     The continuing safe use of machinery manufactured in accordance with harmonized European machinery safety standards, in conjunction with the machine supplier’s instructions for use

It describes and illustrates a variety of protective measures and explains methods by which it’s possible to assess which measure(s) it is reasonable to adopt in particular circumstances.

It contains a raft of important safety related information that would otherwise have to be sourced from numerous documents, and provides practical advice and examples not found in other standards. 

PD 5304:2019 aids compliance with PUWER (Provision and Use of Work Equipment Regulations 1998) when a machine is undergoing modification, refurbishment, change of location or change of use. It gives guidance for machines that have been in use for a number of years.

Also in a sector dominated by ISO, IEC and CEN standards – it’s specifically written for the UK market (although it’s also popular in several overseas markets).

NOTE: The guidance can be applied to machinery during its modification, refurbishment, upgrading or change of use in order to satisfy the Provision and Use of Work Equipment Regulations 1998.

Although reference is made to particular types of machine, specific recommendations are not given for every type of machine. It’s also necessary to consult specific legislation in applying the principles set down.
