What is this PAS about?
This PAS describes test methods for assessing the ballistic and blast performance of civilian armoured vehicles (CAVs) against a set of requirements produced by the Vehicle Security Advisory Group (VSAG).
Who is this PAS for?
- Test houses which test the protection level of CAVs
- Those involved in manufacturing, purchasing, supplying and/or selling CAVs
- CAV users
Why should you use this PAS?
It describes test methods for assessing the ballistic and/or blast performance of a civilian armoured vehicle (CAV). It defines test levels for ballistic impact and blast resistance (including handgun and rifle), side blast, under vehicle blast and roof blast and includes fragment simulating projectile (FSP) tests as part of the ballistic test.
The PAS aims to raise awareness of good practice and provides for rigorous testing of CAVs to encourage procurers and manufacturers to buy and build CAVs that achieve these higher standards. It also signposts other important reference materials on the subject.
The four test methods described by this PAS are based on the work of the VSAG and are designed to meet the needs of both the European and international markets.
What’s changed since the last update?

- Subclauses 3.6.7, 5.5.3, and 6.5.3 have been revised, witness sheet placement tolerance changed
- Subclause 4.6.15 has been added to include a test block as an optional enhanced blast requirement
- Subclause 5.2.1 has been revised. Test level UBA, 2xDM51. Additional details provided on configuration
- Subclause H.3.3 has been revised, aluminium alloy witness plate 6082 specified with Temper T651
