What is PAS 1881:2020 about?

This is the first standard published anywhere on connected and automated vehicle (CAV) safety trials. PAS 1881:2020 deals with how to build safety cases for development testing and automated vehicle trials so that ultimately CAVs can be deployed safely on UK roads and the public will be confident about their safety.  

Who is PAS 1881:2020 for?

Principal users will be trialling organizations developing safety cases for automated vehicle trials and testing. PAS 1881:2020 might also interest organizations requiring assurance that a safety case has been developed in line with good practice, e.g:

  • highway authorities/local authorities
  • Road operators
  • Test beds
  • Landowners
  • Leaseholders
  • Insurance companies.

Why should you use PAS 1881:2020?

This document specifies minimum requirements for safety cases for automated vehicle trials and development testing in the UK to demonstrate activities can be undertaken safely.   

It includes operational risk assessments, safety testing, training, safety monitoring, compliance and permissions granted and covers the development of a robust operational safety case to demonstrate that the risks to all affected parties throughout automated vehicle testing and trials are reduced to as low as reasonably practicable.

PAS 1881:2020 applies to all real-world testing environments, including test tracks and public domains, and to all levels of automated driving. However, a safety case developed for test tracks may not need to include all elements detailed in this PAS.

PAS 1881:2020 will:

-        support and accelerate the UK's delivery of safe and secure CAV technologies and services, ultimately enabling the safe deployment of CAVs on UK roads

-        showcase the UK's leadership in this fast-evolving, highly technical and challenging domain

-        help shape the future of international standards in this domain

-        help increase the number of CAV trials conducted, thereby increasing opportunities for learning

-        provide the public with greater assurance of CAV and CAV trial safety.

NOTE 1: This PAS does not cover the system safety of the vehicle (e.g. functional safety, SOTIF and cyber security assessments) but does rely on their outputs; nor does it include the safety case requirements for the testing of a connected but manually driven vehicle.

NOTE 2: BSI will publish guidance on using PAS 1881:2020 alongside other related PASs. This PAS is part of a broader CAV programme of standards led by BSI and supported by The Centre for Connected and Autonomous Vehicles (CCAV).
